PART C: SHORT ANSWER
1A.   Wind direction (used in velocity) will affect the heading the plane needs to fly to get to its destination. Wind speed will also affect the time of arrival of the flight. A tail wind will speed up the flight; a head wind will slow it down.
1B>   To avoid crashes and misdirected flights.   Planes and air traffic controllers from all over the world are directing planes simultaneously so they have to be operating using the same rules or chaos will ensue.
